我修好了它。我简直不敢相信！我完整的解决方案是

uri = URI.parse(ENV["REDISTOGO_URL"])
REDIS = Redis.new(:host => uri.host, :port => uri.port, :password => uri.password)
Resque.redis = REDIS

逐字。它无需显式设置url就可以工作，因为我猜heroku已尝试为我设置它
